Quality measurement policy is moving toward greater scrutiny of whether metrics are reliable, auditable, and operationally meaningful: Medicare Advantage Star Ratings are facing litigation-driven pressure over methodology and contract-level consequences, while House interest in MA transparency is targeting persistent gaps in encounter, prior authorization, supplemental benefit, and quality data that affect risk adjustment, network accountability, and VBC benchmarking (MA Star Ratings litigation; MA transparency data gaps). At the same time, CMS under the Trump administration is pushing infrastructure modernization—especially FHIR-enabled electronic prior authorization—signaling that quality and safety oversight is increasingly being tied to interoperable, real-time administrative data rather than retrospective reporting alone. For ACOs, MA plans, and provider groups, the near-term dynamic is clear: reimbursement protection will depend less on “checking the box” for MIPS, Stars, or hospital quality programs and more on defensible data pipelines that can withstand audits, litigation, and transparency demands.
